Serbia to apply for EU candidate status in 2009

 

Belgrade, Dec 18, 2008 – Deputy Prime Minister for EU Integration Bozidar Djelic today stated that Serbia will apply for EU candidate status in 2009, a step which it will make with the cooperation of its EU partners.

 

Djelic told the press that the EU is to assess the implementation of the Stabilisation and Association Agreement in order to consider the country’s candidacy.

Therefore, we will begin implementing the SAA from January 1, so that when the time comes the European Commission will positively assess Serbia’s application, he said.

Djelic also noted that Serbia will continue with its efforts and activities aimed at persuading the Netherlands to change its stance and give its consent for the application of the implementation of the Transitional Trade Agreement in Serbia.

He reiterated that Serbia is doing its best to locate the remaining two Hague indictees, voicing his hope that the Netherlands will be faced with more and more evidence of Serbia’s efforts to successfully conclude its cooperation with the Hague tribunal.

Spasili smo ih od sigurne smrti ubistvom od strane  šinterskih timova ,koji u Srbiji rade punom parom, plaćeni  su iz lokalnih budžeta, mada je taj čin protivzakonit ,- omogućili  smo ovim divnim bićima  drugu šansu, jer oni imaju pravo na život .

Ali  ova   “beskrajna priča”   MOžE  se zaustaviti  SAMO Nacionalnom no kill sterilizacija strategijom –  sterilizacijom VLASNIČKIH pasa /mačaka i sankcionisanjem  neodgovornih vlasnika i šinterskih timova  , u skladu s članom 269 KZ RS.

Neodgovorni vlasnici su UZROK napušteni psi/mačke  su žrtve, posledice  tolerisanja ovog UZROKA ,kao i ujedeni gradjani .

Odštetu ujedenim gradjanima  treba da plaćaju oni odgovorni pojedinci koji svojim nečinjenjem omogućuju  nekažnjenu  perzistenciju  uzroka , stradanja životinja ,  svakodnevnu mentalnu agresiju na  ljude koji vole životinje i svedoci su  protivzakonitih egzekucija   nevinih osećajnih bića  koje se vrše umesto  sankcionisanja prouzrokovača i  eliminacije  izvora  novih neželjenih jedinki pasa /mačaka te stalno prisutnu tezgu za  dobro   plaćen  kriminalni rad : hvatanje radi ubijanja.Nekoliko kaveza na deponiji u Nišu, na deponiji u Novom Sadu, odgajivačnica sa 22  boks 2mx3m u Subotici, nekoliko kaveza u Mašinskoj radionici u Somboru ,  upisani su – falsifikovanjem činjeničnog stanja  i prekoračenjem ovlašćenja od strane  odgovornih pojedinaca , autoriteta lokalne i republicke vlasti,  kao  prihvatilišta za  napuštene pse i mačke , a nikog od tih autoriteta NIJE zanimalo  KAKO je moguće  zbrinuti u  22 boks 2mx3m   1200 pasa č ili u pet kaveza 1,5mx1,5 m  zbrinuti  do 3000 pasa/mačaka. Tvrdili su da njih zanima samo ispunjenost vet.sanitarnih uslova. Da li je moguće ispunjavati vet.sanitarne uslove u 5 kaveza  ako u njih staviš 3000   pasa/mačaka , i da li je moguće da veterinare  koji sede u Vet Upravi  – i Odeljenju za  inspekcijski nadzor , Generalnom Inspektoratu, Odeljenju za dobrobit ,  svi mi im dajemo  platu , a njih ne interesuje  surova  sudbina životinja – samo da li je tih 5 kaveza u tom trenutku  očišćeno ili ne .Gde je 3000 pasa/mačaka koji su u tim kavezima boravili  u jednoj godini , ove veterinare ne zanima.Nameće  se pitanje prava na  veterinarsku licencu, o čemu bi  trebala  dati misljenje Vet.Komora  u onom trenutku kada ovi vet  budu  trebali tu licencu- jer trenutno im licenca  ne treba, ali sve  se pamti i piše se sve i kad im bude trebala dobro je setiti se  svega ovoga, kao i mnoga druga pitanja .

Besmisleni eksperimenti –  a postoje na CD -ima i postoje alternative za preko 90% .

Besmislene ZOO tamnice koje podstiču na nasilje medju mladima.

Besmislena religiozna  klanja  , koja  krvlju vrištećih žrtava ovog  brutalnog klanja  zalivaju   molitve pune milosrdja  , čineći ih licemernim  ,  negirajući  ne samo versku  nego slobodu  uopšte .

We have rescued these animals from the killings and we gave them a second chance, because they have the right to live .

But it is needed to stop the killings all over Serbia – because  theShinter-Vet team`s killings  ARE unlawful – in opposition to valid regulations.

Now is the time somebody must be punished for undertaking these killings, because  killing goes against the laws of Serbia and also because of the Constitution of Republic of Serbia.

All of the dogs shown in this link above were killed … and there are  a new victims, again, again and  always again ….despite there being Serbian laws which should not allow this to happen …

If you want to take action about these killings, then please contact the Serbian authorities who  have an obligation to implement Serbian national legislation and to implement the Constitution of the Republic of Serbia.

Serbian authorities have an obligation to stop the killings and undertake national No Kill sterilisation as the correct and only way for a reduction of future population number controls for all dogs and cats.

Any other method which involves killing of dogs and cats within Serbia is unlawful and goes against Serbian national legislation.

 

A Sample letter to the Serbian government and the Serbian media is given below.

Dear Sir/madam, dear Commisioner

I am fully aware that Serbia is aiming for EU accession, and would like to point out that in order to join the EU, any new (potential) Member State must meet at least the following three criteria:

political: stability of institutions guaranteeing democracy,

the rule of law,

human rights and respect for and protection of minorities;

economic: existence of a functioning market economy and the capacity to cope with competitive pressure and market forces within the Union;

acceptance of the Community acquis: ability to take on the obligations
of membership, including adherence to the aims of political, economic
and monetary union.

“Spaying and neutering helps stem the tide of animal overpopulation. The real answer to the massive street animal population in Serbia is for all Serbian authorities to adopt a national ‘No Kill’ sterilisation programme, and to implement it immediately.

It must be a national priority to reduce the number of stray animals over a given period of time. Shinters/dog catchers are not animal control agencies – they are simply communal enterprises working at attempted controlling of the stray dog and cat populations”.

They never will as they are not gettibng to the heart of the problem – that stray animals reproduce and produce yet more stray offspring.  Catching some animals and killing them is no way to control numbers, as the survivors will continue to reproduce and provide more strays.

Only by implementing a nationwide sterilization program, and only by spaying and neutering all companion animals, will you, as the national government and national / regional authorities, ever obtain any control on pet animal overpopulation.

Given the staggering reproductive rates detailed, it stands to reason that, within only a few years, a carefully planned and implemented national sterilization programs could produce a dramatic reduction in the number of unwanted companion animals being born.

According to news received from other countries, in those towns and cities that have implemented similar programs, it has already been seen that the number of companion animals who had to be euthanized declined by 30 to 60 percent.

In addition, experience has shown that programs oriented toward preserving life are actually more cost effective and cheaper than ones oriented toward killing. For example, it is far less costly to neuter a feral cat than it is to impound, hold, kill and dispose of a feral cat’s body.

The savings are also exponential (preventing future generations of feral cats from being born and potentially entering shelters)”.

Please make sure that Serbia implements a strategy which provides the humane treatment and keeping of all animals taken from the streets, including that of the keeping of animals within authority pounds for an indefinite period.

Please make a overpopulation control programme possible:

by Humane treatment of all animals taken from the street(s);


a no maximum time limit on the period which an animal is kept at a shelter


Euthanasia only where necessary, and only in full agreement by several parties,
 including those from animal welfare organisations and non governmental associations


Euthanasia only in the interest of the individual animal; ie. due to  illness or non-recoverable injury


Sterilisation of all owned and roaming animals, except special  breeding animals


Vaccination of all animals, to be given during the sterilisation process, for prevention of all animal carried diseases
 
 

 

a general health check for each and every animal to also be undertaken during the sterilisation process

All of these issues associated with animals are regulated by strict legislation throughout the EU.

 
 

 

Future potential member states like Serbia, which is currently seeking EU accession, will need to ensure that they are compliant with at an EU approved standard in whatever sphere of animal usage before gaining  EU accession

SAV and Serbian welfare organisations will be closely monitoring all aspects of animal treatment in all spheres within Serbia, and will be raising awareness within the EU when it is  considered necessary to do so.
 
June 2009 sees the European Elections; we ask polit to make Serbia and the stray dogs and cats of the Balkans states an issue to be debated in the Europaparlament. 

We want The Serbian President to respond to EU letters sent to him on the issue of strays, not just ignore them as he has done up until this current time.

Until the EU demands action from a nation wishing to be an(EU) member state, the killings will go on.

Please use your power to change things for the better for Serbia.

Serbia: Latest News From Jelena – 25/12/08

This little cat is called Nici, and she spent at least one week in a basement in a building because the people who held the key didnt want to open it…

 

As a result, Nici is now being treated for pneumonia.

 

She is a good cat, and although a stray, so nice and well behaved.

She is around 5 years old…

 

 

 

Here are the two puppies (Ugljesa and Ognjen) which Jelena managed to get from the dog catchers (Shinters) last week, with Bronya the cat.

 

If Jelena had not rescued them, then they would have been taken away, thrown into the pound and eventually killed.

Serbia: EPAR Shelter Saves Klementina the Pigs Bacon

The pig which you can see in the photographs is named ‘Klementina’.

Originally, Klementina’s owner brought her along to the EPAR shelter because she had a bad back leg and she was of no use to him.  He told the shelter staff that Klementina could be killed, her body cut up and fed to the dogs in the shelter !

 

So Klementina was taken in by the shelter, but with a completely different view on what would be done to her.  There was no way that Klementina was going to end up as dog food !

 

As EPAR is a No Kill shelter and takes care of every animal which comes through its gates, there was no way that the new arrival Klementina was going to end up dead and cut up as chunks of dog food.

 

So immediately a nice warm area was found for Klementina to live in, and she was given loads of food which she loved.  Because of her bad leg, it was decided to immediately try and get Klementina veterinary help to diagnose the problem and hopefully make it better.

Eventually, this last summer, a vet with the right equipment needed was found and Klementina was taken along for some x-rays of her leg.  You can see photograph of her being x-rayed by the veterinarian.

And She is Given a Full Check

 

The result of the x-rays showed that Kelmentina has some trouble with her pelvis articulation, but the very good news is that there is NOT a fracture as was originally suspected.  Because of this, Klementina does not need to have an operation at the moment. 

 

Her progress will be monitored carefully over the next few months and then if there are no real improvements in the use or movement of her leg, surgery may then need to be undertaken with regard an artificial articulation joint into her pelvis.

 

But now, Kelementina is a very happy pig – you can see her smiling in the photograph.  In the Spring of next year, a new home will be made for Klementina so that she can really live like a very happy pig.

EPAR has really saved Klementina’s bacon, and everyone is very happy that she is currently doing so well.  We really hope that in the next few months, the leg articulation will greatly improve.  If it does not, now it is known what can be done to help Klementina’s trouble.

 

The best thing is that Klementina is still alive and has not become dog food; she is in fact a great friend of many of the dogs.

The live footage wghich you see of Api with pups is that used by the con man who came into the shelter and tried to set up images to make it look very bad.  Api was shown as having no blankets or straw on which to lay as can be seen.  It was an attempt to pretend that the shelter was bad; but as you can see, the Epar shelter is excellent !

We must stress that this was an attempt by persons to give the shelter a bad name, and this has now become a police investigation.

The attempt to show Epar shelter as a bad place for animals has not worked, and we hope very soon the police will be able to take this case to a result.

SAV Comment:

We know the Serbian government is not implementing its own national legislation in regard to animal welfare.  Implementation being shown to work within an EU member state is a fundamental requirement of membership, and so, Serbia does not qualify.

Over the next few days, we will be providing full MEP contact details for all existing EU citizens in order that they can ask that Serbia remains outside of the EU until No Kill and humane animal welfare policies are undertaken and proven to be working.

As existing  europeans and the Euro elections being held in the Summer of 2009, there is no better time than now to ask your existing MEPs to act on behalf of Serbian animals, and for you to cast your MEP vote at the elections based on the responses you get, if any.

Now the EU must show it is listening to its citizens, and more importantly, undertaking the requests of its citizens.

These street dogs are have been captured by shinters, thrown into the city pound are are now awaiting death.

Please call or write to the Mayor of Nis, Milos Simonovic, and tell him you have seen the footage of the dogs in the pound.  Please ask him to implement no kill sterilization strategy for the city.

I am sorry this is all chaotic, I just had an encounter with dog catchers, I begged them to give me two puppies that were in the van alone, and one of the shinters made jokes at me asking me, asking me to go out etc.  They then led me to believe they would give me the puppies, but then they just went, leaving me crying in the street.  Another lady saw it and felt sorry that I was crying and she begged the shinters too, but nothing.
