Campaigners in Serbia have now written to the Ministry of Agriculture requesting that they be sent a full listing of / documentation associated with all cat and dogs shelters within Serbia; and as with the requirements of the new legislation, information of the condition of each of these shelters.

It will be very interesting to see what, if any, response, is given back to the campaigners by the Ministry.

We will watch the situation and can provide any information / no information on to MEP Keith Taylor if applicable, in order that he can further use the evidence whilst gaining support from other MEP’s a round the EU.

Serbia: Is Rabies Now Being Invented by the Ministry Yet Again In Order to Undertake Mass Animal Killings ? – Maybe, As Serbia Has NOT Officially Informed the OIE of Any Outbreak, Which It Should If A Reality !

SAV have today written to the Serbian authorities regarding the alleged Rabies outbreak in Zabrezje and the hunting grounds ‘Posavina’.

Slavica has supported the distribution of the SAV letter by ensuring that copies are sent to all the appropriate personnel at the Ministry and in government.  We have requested a response by the end of 19/7.  Again this can be sent by the authorities to Slavica, who will then forward on to us.  Alternatively, the authorities have our e mail address and can respond to us directly.

We hope the letter makes our feelings on this matter clear.

We call on the Serbian government and regional authority to either provide all the information to the OIE about this alleged ‘Rabies’ outbreak, or if they do not, then we can only assume one thing once again – that the Serbian government is again ‘inventing’ disease outbreaks within Serbia in order to undertake the mass and illegal killing of animals. –  SAV.

News in fro Slavica – 16/7/13:

The Ministry of Agriculture, Forestry and Water Management of Serbia have adopted legislation No. 323-02-5571/2013-05 from the date of 10/07/2013 which applies to the area of Zabrezje in Obrenovac, and in the hunting grounds “Posavina”.

It declares that the area is infected with the disease Rabies.

An area of at least 10 km is declared to be in danger of this infectious disease – rabies.

And so as the Serbian authorities always wish because they do not have any useful animal management policies, according to the decision of the Ministry of Agriculture, Forestry and Water Management, all unmarked and unvaccinated stray dogs and cats will be killed, and there will be increased hunting allowed of foxes and other wild animals who are living in this area.

Campaigners in Serbia have asked in writing that the Serbian authorities to PROVIDE EVIDENCE ABOUT RABIES PUBLICLY!

By going public, you have to provide the proof; put all your facts on the table for people to see – you cannot simply make a ‘Rabies area’ statement and then go on by allowing the legal the killing of all stray animals.

Our request is that the Serbian Ministry of Agriculture, Forestry and Water Management work in accordance with the law solve this problem rather than just inventing the issue of rabies yet again in order that they can then start killing all wild animals.!

Stray animals, as well as wild animals, should not be killed before any accurate analysis is undertaken to determine the facts.  These facts should then be made public.

Have we not seen the ‘invention’ of Rabies infected areas in the past in order that regional authorities can simply undertake a mass cull of animals rather than provide a proper stray animal management for reduction ?

‘Jessica’ (shown above), a favourite of Mrs. Zlata Korjenić, died on May 26th 2007. In her memory the cat shelter was named “Jessica”. When she was a kitten, kids named her after sexy character Jessica Rabbit from the famous cartoon “Who framed Roger Rabbit”.

Cats are extremely endangered animals in Serbia. There is not a single registered cat shelter, there are no programs aimed to solve the problem of ’pyramid multiplication’ of cats, there is no willingness by the official institutions to take part in solving of these problems. Citizens are not being educated regarding this issues, and their present knowledge is very poor. Cats are being cruelly killed by stray dogs, they are constantly being poisoned by people who put, upon their own initiative, all kinds of harmful chemicals in cellars of residential blocks, new born kittens are being drowned in water or put into plastic bags and thrown into garbage containers. Furthermore, there are numerous prejudices about cats among local people which makes their hard living even more tragic.

Today, too many animals are transported under unacceptable conditions on European highways.  The most important issue is the duration of the transports. Current EU legislation allows for animals to be transported for several days. This has to be changed. Live animals for slaughter should never be transported for more than eight hours.

Why 8hours?

Every year millions of animals are transported along European highways, and too often under unacceptable conditions.  In 2002, the European Commission’s Scientific Committee on Animal Health and Animal Welfare published the report “The Welfare of Animals during Transport” concluding that animal transports, as a ground rule, should be as short as possible. This recommendation is, however, not reflected in the current EU legislation.

According to current legislation, animal transports which can last up to several days are acceptable as long as the haulier fulfills simple demands concerning rest, feeding and watering of the animals etc. These demands are detailed in the current Council Regulation (EC) 1/2005 of 22nd December 2004 on the protection of animals during transport and related operations.  A copy of this regulation can be viewed at:

The 8 hour campaign does not think this is acceptable.  As the EU Correspondent for ‘Kent Action Against Live Exports’ (KAALE), and with 23 years personal experience in all aspects of live animal transport, I do not feel that the current EU legislation is acceptable either.  It is time for a major change in animal transport regulations throughout Europe.

For a long time, societies for the prevention of cruelty to animals, concerned EU citizens and politicians have argued that something has to be done. Animals for slaughter should never be transported for more than eight hours.

The above supporters listing, which includes English MEP’,s is a pathetic one (regarding English MEP support) to say the very least; when you consider the term that we in the UK are supposed to be an ‘animal welfare supporting nation’; a nation which hates cruelty to animals.

Current situation – Only 8 English MEP’s have currently given their name to the 8 hours campaign out of a total of 60.  This needs to be changed.

Please use the regional tables following to select your area and then view how many of ‘your’ MEP’s have either added their name as a ‘SUPPORTER’ to the 8 Hours campaign, or are currently given a ‘x’ to represent them as a non supporter of the campaign.

But things could be on our side

Between 22 and 25 May 2014, the next European Elections will arrive, this is where all of the MEP’s representing your country and region are elected.  So if current MEP’s have not supported the campaign and will be standing for re-election next May, then you, as a European, and as a voter, can mail or write to them ask they either support the 8 Hour campaign (by adding their name to the listing), or you may decide to take your vote elsewhere at election time.

This is your opportunity to demand of MEP’s what you wish to see – after all, they are there supposedly in Europe to represent you, their regional electorate.

Whilst past experience has shown us that we never expect much in the way of animal welfare support from UKIP MEP’s and very little from the Conservatives; despite their documented continual talk of supporting animal welfare issues – (we all know how Defra always start their letter – ‘animal welfare is so important to us blah blah ….. ), the elections next May are now providing us with a very good opportunity to request to our regional MEP’s that they either join the ‘8 hour SUPPORTER club’ and as a result, possibly get  a vote from you next May, or they stay as non supporters and definitely do NOT get your vote at Euro Election time.  The choice is theirs !

In the following tables as stated earlier I have outlined each of the English regions and the full listing of MEP’s which represent them.  I have identified supporters of the 8 hour campaign, or current non supporters.  For those non supporters (MEP’s) who have not yet signed up; it is suggested that the following sample mail could be copied (and if you feel, modified) and sent to them; asking them to consider giving their support AND signature to the campaign.

I have heard concerns from some quarters that it would not for example, be possible to move animals from the islands of Scotland to the mainland under these time regulations.  I ask you to not accept this argument, as special derogations would be structured by the EU for any such special circumstances.  This 8 hour limit is one which would apply to the long distance live transport of live animals within / across the main EU.

If you are unable to support this campaign with the addition of your signature, then I am afraid I will have to consider giving my vote at the Euro Elections to an MEP / Political Party which ARE much more supportive of this specific issue.

Thousands of Irish animals need your help.

Join many others and book just two hours off from school, college, university or yes, even work! There will be inspiring speakers on the day and it’s family friendly so everyone is invited along to this peaceful event.

March saw the resumption of live cattle exports from a Waterford port which will be the first of many shipments from Ireland to the Middle East. This shipment was the first in more than ten years and was a sad, dark day for animals in Ireland – a step back in time. The hardship and blatant suffering many thousands of Irish cattle will face during the grueling journey is one thing, but the horrendous torment and cruelty these gentle animals will endure at point of destination, is only imaginable. When the animals reach Libya they will be slaughtered but generally without the “standards” that are often put in place in Western countries – either way the suffering is wrong and the live export trade from Ireland must be stopped.

It’s imperative if you want this horrendous trade stopped you must take a stand – please don’t leave it to others to do the active job of speaking out. Wherever you live in Ireland we’re asking you to please book just two hours off and attend this most important event of the year.

New Petition For Serbian Stray Animals – Please Sign Now and Do Not Let the Government Return From ‘No Kill’ To A ‘Kill’ Policy By Law.

Very Important:

on 17th April 2013 in Belgrade the Serbian government may try to change existing legislation on the protection (No Kill) of stray animals.  They may try to return to legislation which DOES allow the killing of stray animals. 

We need to try and stop this happening.

Please give your support to the above petition which is asking the Serbian government to better enforce existing animal welfare legislation, rather than revert back to a policy of stray killing as they have always done – and not in agreement with existing Serbian legislation.

We also call for a public education programme to inform irresponsible pet owners that they should have their animals sterilised, microchipped and vaccinated.

Sterilised owned animals DO NOT mate with stray animals and produce yet more strays !

Stray animal killing is big business in Serbia, despite good existing national legislation to give No Kill protection to stray animals.  Unfortunately, big business and money makes it a profitable task for many, despite a No Kill law, verified by the Serbian Constitutional Court in 2005.

The Constitutional Court of Serbia says that the killing of stray dogs and cats in Serbia is forbidden from 02/10/2005.

Prior to the Veterinary Law of 02/10/2005, there was an old law dating from 1991 for the health protection of animals. 

In agreement with the old law of 1991, the authorities produced their own other ‘underlaw’ (extra law) regulation – named ‘Pravilnik 29/94’, which was intorduced to allow the killing of animals after they were held in pounds for 3 to 7 days.

From 02/10/2005, the new Veterinary Law Article 168 effectively destroyed everything that was written in Pravilnik 29/94, because the 2005 law demanded the care of animals.

Today we have had a message from Slavica.

The Vermiculite has now arrived safely in Serbia from the UK and we are informed that today young Jonza the goat has started his homeopathic treatment.

We are all keeping our fingers crossed that Jonza will be feeling much better very soon.
