Despite all out attempts by the authorities at the Vardariste street dog pound to stop photographs being taken, we have managed to obtain some from various contacts and sources.  The photographs can be seen below in this post.

Macedonian volunteers have been doing what they can, trying to save the dogs at Vardariste. We now have disturbing reports from them on conditions. The volunteers feel that only internationals, in particular the EU, namely the Animal Welfare Intergroup, can help change the terrible conditions at Vardariste.

Volunteers have been threatened if they continue recounting the goings on, as the  workers/sanitarnaya inspecktsia are clearly afraid of the EU finding out.

IT IS OUR INTENTION TO ENSURE THAT THE EU DOES FIND OUT ABOUT THE SITUATION IN VARDARISTE / SKOPJE, AND MACEDONIA IN GENERAL.

Vested interests are very likely in Vardariste, as they are in much of the Balkans.

A capture, spade and release programme is supposed to be happening, but actually money is probably being made in a typical Eastern European fashion:

1                  by selling off the Eukanabia Dog Food meant for the dogs at the pound at half price.

2                  if they kill all the dogs (since the government wants all street dogs killed) which stilll has an EU funded budget of 100,000 Euros a year for Vardariste, then it is very possible that the majority of the EU provided money could end up elsewhere.  We call it ‘corruption’; what do others call it ?

For example, if it costs  300 macedonian to inject a dog (ie. to kill it) with soap or whatever and 1400 Maced to spade and release, then one can draw one’s own conclusions.

There is a 100,000 Euros EU budget a year allocation (according to information we have been given) for Vardariste, but there is nothing there only starving dogs that are killed.

And as the dogs at the pound keep disappearing (ie. are killed off), to be replaced by new ones, they are all held in appalling, overcrowded cages. SAV have witnesses who can attest to this should legal action need to be taken in the future.

It is understood that the current death rate for the Vardariste pound is 97%.

The incredible thing which actually happens is the lies and more lies which keep being told at Vardariste pound itself and in the government controlled press about the ‘wonderful conditions’ at the facility.

More disturbing is the fact that most people cannot go in and feed the dogs now as the head of Vardariste has closed it to visitors on Saturdays between 9-12.

Now it is only opened for adoption on Fridays between 9-12 when everyone is working. 

So dogs are rounded up and go into the pound; the food which is supposed to be for them is sold off at half price as a corruption scam; the pound is closed to visitors now on a Saturday and only opened for 3 hours on a Friday when everyone is at work.

It would appear to us that the situation at Vardariste is almost like that of a ‘death camp’ – with no chance of dogs ever being adopted by people.  Instead they are held in cages, not fed, killed off and then replaced by yet more dogs captured from the streets.

All seems perfect for the Vardariste authorities, especially as they are being funded to the tune of 100,000 Euros a year by the European Union.

The EU Animal welfare Intergroup and the EU Parliament in general now needs to intervene and stop this funding as a primary concern.  This may need to be done in the form of an EU delegation visit to the alleged ‘wonderful conditions’ at Vardariste pound, to ascertain exactly what is being done with the EU budget funding and to inspect the condition of animals at the pounds; including the numbers of adoptions.

We feel strongly that orders need to be given to and legal action needs to be taken by the EU against the authorities of Vardariste, including the Mayor who we have exposed in past SAV posts – see the links at the start of this article.

SAV are today, 09/10/09, providing a full copy of this post to the President of the EU Animal Welfare Intergroup, requesting that immediate and effective action is taken within the EU Parliament to question what is actually being doone with the EU funded budget of 100,000 Euros a year for Vardariste.

We also request that you, especially EU citizens, provide a copy of this article to your own national MEPs, again demanding that investigations be undertaken by the EU into their funding of Vardariste.

Dear Friends of Animals,

I am a British American citizen working with the European Union in Kosovo but spending the weekends in Skopje.

As an animal lover I have become involved in the efforts by local Macedonian animal rights campaigners to stop the dog massacres at Vardariste which I have visited three times bringing with me 100 Euros worth of dog and puppy food to feed the starving dogs and 60 Euros the second time. The third time I went with the President of the Macedonian Animal Welfare Society Nena Ivanovska.

I am appalled at conditions there. The dogs are not fed and killed. Heart of the animals activists told me that dogs disappear weekly ( or even more often) ie. they are starved and killed. For example,  when I visited on Saturday 12 September I carefully noted all the dogs in the cages as I fed all of them on plastic plates.

A staff member of Vardariste, as Heart of the Animals volunteers had warned me they would, followed me around and warned me “no photos”.
 
The next Saturday , 19 September ALL the 100 or so dogs except 3 small dogs were replaced with new dogs. One of the 3 survivors, a small white one-eyed dog whose lost eye was infected was still there walking around freely with her puppies. I told the Heart volunteer with whom I came to tell the facility vet Dima over the phone to give her some medication for the eye when he came to Vardariste that afternoon.

When I returned the next day Sunday with the President of the Macedonian Animal Welfare Society just to see what conditions were like there on a Sunday the facility was “closed” and the two cages that had been full of dogs the previous day  (only these 2 cages were visible from the entrance) were empty. Also the one eyed white dog who had been freely walking around was nowhere to be seen. I asked a volunteer who would be visiting in the next day or two to ask about the white dog. But noone knew anything and she was unable to find her.

The point is that the dogs are killed and there is noone to defend them. The facility was only opened to visitors from 9-12 on Fridays (when everyone works) and until a few weeks ago from 9-12 on Saturday. So now no one can go in Vardariste from about 2 weeks ago allowed two volunteers to go in Vardariste from 9-5 but they are not allowed to give food or water to the starving dogs. They are reporting that dogs disappear daily.

As a foreigner I am outraged at what is going on. Macedonia is about to join the EU but they are clearly in violation of animal welfare laws.

I would like to add that one of the staff in an effort to “show” how humaneVardariste is on my first visit showed me 40 kg plus bags of Eukanabia in their offices to feed the dogs but it is never given to the dogs. (The food I understand is sold off at half price on the side.) There was not a single grain of food in any of the cages when I went there. And this state of affairs has been going on a while as it was reported to me by animal activists (together with photos) before I visited Vardariste.

The point is that Vardariste this is supposed to be a centre for acapture, spade and release programme but even spaded dogs with yellow tags are being captured and killed. Tiny litters of puppies are also being killed. The 20 plus I saw on my first visit appeared sick and diseased which is confirmed by an activist that is trying to get puppies adopted from Vardariste for Puppy Adoption Day in early October: she told me all the puppies are sickly.

The volunteers are helpless.

They have received threats to stop their activities. At this point they believe on intervention from the EU can help. 

Please do what you can to stop the dog massacres at Vardariste in Skope.

JÁVEA’S bous al mar fiestas got off to a controversial start on Wednesday when the first ‘sacrifice of the day’ drowned in the harbour.

Organisers say that the bull ‘became agitated after its horns were set on fire’ and it dived into the sea.

It tried to raise its head out of the water but was unable to do so and drowned very quickly.

Onlookers say it was clear the bull had no strength and was unable to swim.

They added that a boat used to guide the bulls back to shore after they enter the water was unable to save the beast. The crew of the boat grabbed the animal’s horns and held its head above water but by that time it was beyond help.

Jávea councillor Pepa Chorro, who was responsible for setting the bulls horns on fire, said ‘it seemed very nervous’ but she put this down to it being the first time it had participated in the fiestas.

She added that after its horns were alight it took no more than five minutes for the animal to dive into the sea, but due to its very tired state it was unable to stay afloat and all efforts to revive it were in vain.

The incident occurred a little after midnight on Tuesday.

Organisers say the bous al mar fiestas now included the bous embolats (attaching fire to horns) tradition, something that is not normally part of the Jávea fiestas.

India (Mumbai): ‘Romeo’ Needs a Permanent Home – Can You Help ?

When i went to feed rani her medicine for ear problem, i saw buidling kids playing with something. that something happened to be a pup! it was bundled in one of the kids hands and they were playing with it. on asking where it came from, i got to know that it had followed one of the building kids, so he got it into our building (i didnt know it was there since past 2 days!) the building kids decided to call it romeo, and i realised its a girl, but the name has stuck 🙂

The kids were all over the building, playing with her, and she loved all the attention she got. but when night came, they left her in the house they had built for her out of bricks and pedigree bag given by me. they also put a belt like rope around her neck, and tied it so that she dosent run away (lucky for her as all the building cars are parked opposite to my house. i didnt want her to be tied, but it was a small price to pay to keep her alive! (had a couple of pups n kittens crushed under fast cars in past)

Thankfully, shes also not got totally wet in the rains since her house is covered in plastic.

Then it poured at night and i was worried that she would be cold, so i went to give her warm milk sometime back (2 am, since my dad had already shouted at me earlier and warned me not to feed her). shes been howling since then, and i had to send this email to people asking for help.

My building people hate our family as it is for the 3 dogs i feed, and romeo is just a plaything for the kids right now, but when she starts growing up, they will all stay away (thats what happened with tutti n julie) and shake their hands off her responsibility. i cant even think of sending her back because i dont know where the kid got her from and its been 3 days now, so i dont know if she will be accepted back or not. i know my building people and they will not let her stay here for long.

So if u can please circulate the email and pic and help in getting her a home, it will be really nice.

Romeo is a 1/1.5 month old very active and playful girl. she is very small and a pariah pup. i have given her deworming already and she laps up milk, puppy biscuits and even eats pedigree. she has pretty strong and sharp teeth and is extremely playful and cute. all the building kids play with her n run around all the time!

We at SAV, along with our fellow campaigners in Serbia, will continue to provide Caroline with both the positive and negative issues that are happening within Serbia.

South East England Green Euro-MP To Head Up Influential Animal Welfare Group

Dr Caroline Lucas, Green Euro-MP for the South East of England, has been named as the new President of the European Parliament’s cross-party Animal Welfare Intergroup. 

The MEP is well known for her longstanding efforts to achieve better protection for animals, having played a key role in the creation of legislation to ban the sale of cat and dog fur in the EU, and in the recent ban on the import of seal products.

She has also campaigned against the continued use of animals in travelling circuses and the EU-subsidised practice of bullfighting, and opposes the cloning of animals for food.

Dr Lucas, who was given the RSPCA’s Michael Kay Award for her outstanding contribution to European animal welfare in 2006, has pledged to put her considerable experience to good use as President of the Intergroup – one of the most effective, high profile cross-party groups in the Parliament. 

She said: “I am honoured to have been nominated as President of the Animal Welfare Intergoup and am committed to doing everything possible to build on its well-earned reputation for achieving results.

“With key challenges ahead, like the revision of EU law on the protection of animals used in experiments, it’s more vital than ever that the Animal Welfare Intergroup continues to champion animal protection across the EU.” 

Dr Lucas is also a new member of the European Parliament’s Women’s Committee, and will continue to serve on the Palestine Delegation, as well as the Trade, Environment and Climate Change Committees.

Serbia: Leskovac City Makes Fantastic Model Authority to No Kill Animal Control Programmes

You may remember our post of 18th August regarding the great news that Leskovac City in Southern Serbia had started a no-kill sterilisation programme for stray and roaming animals; attempting to reduce animal numbers without undertaking any killings.

We sent our thanks to the officials of Leskovac city for being so positive thinking and decisive regarding their city future approach to stray and roaming animal management. 

Well we have some further great news to share now, as we hoped we would be able to give when we wrote our August post.

On 25th September 2009,   Leskovac city has gone further in its attempts to solve its stray and roaming animal troubles.  It has now produced a second and vitally important document – a scheme which allows pet owners to sterilise and undertake anti tetanus vaccinations of their dogs and cats by an approved veterinarian using money / funding provided from the local municipal budget of Leskovac city.

The documentation declares that if for any reason, pet owners do NOT want their animal to be sterilised, then they, the owner have to declare this in writing on a form to the city authorities.  As a response the city authorities will send inspectors to the owners of the animals approximately 3 or 4 times every year.  If the owners re home or sell these un-sterilised animals, then they are obliged to keep the necessary documentation about the animal for at least 2 years.  If the owners of the animals do not comply with these requirements, they will be given a financial fine.

In addition, it is a requirement that all dogs and cats MUST be microchipped and vaccinated in agreement with existing Serbian national legislation.

This is considered to be a great forward step for stray and roaming animals – because now this is a documented, legal way of undertaking the no kill sterilisation strategy which we have campaigned for in Serbia for years.

We very much trust that now they have produced all this legislation for stray and roaming (owned) animals in the city, the authorities of Leskovac city will fully implement them.  We are sure that they will and we say ‘Thank You’ to Leskovac City for being so forward thinking about animal numbers control programmes.

Further, we are informed that Leskovac city has now undertaken the construction of a No Kill Delta shelter for animals; a shelter which will comply with all the national legislation for shelters.

Leskovac must be congratulated for being the first city in Serbia to undertake such measures for stray and roaming (owned) animal control programmes.  This is a model of preventing unwanted animal births whilst at the same time financially punishing animal oweners who do not have their animals sterilised in the attempt to reduce and control the cities animal population.  Remember, although they are owned by someone, many animals are put out every day by their owners.  If these animals have not been, or are still not sterilised, then there is a daily chance that further production of new litters can happen.  Sterilsed animals cannot produce young; so we ask that all pet owners have their animals go through this procedure, unless there are specific reasons why it cannot be undertaken.

Serbian campaigners have already sent a request to government authorities in Belgrade requesting that all the other 134 community / authorities in Serbia now undertake the same policies as that running in Leskovac city.

Leskovac city is the first and a shining example of an authority which decides to be a no kill animal control authority, supported by a programme of animal microchipping, sterilisation and vaccination against disease.  And funded from the city budget !

As has been requested, we hope that this programme will now be used as a model by all 134 authorities throughout Serbia, and that gradually over time, we will begin to see stray and roaming (owned) animal numbers reduce.  This will be our aim, to have a day when no animals are caught and then killed in authority shelters and pounds as we have exposed so many times in the past.

Thank You Leskovac City for being such a forward thinking and animal welfare supportive city.
