Poštovani poreski obveznici Republike Srbije

pred  Narodnom Skupštinom Republike Srbije uskoro će se naći , radi usvajanja  Zakon o dobrobiti životinja , stoga smatramo da je važno da  svi ovo  znamo :

 

Ako  pažljivo pročitate  vest dole,  koju  je  distribuirao B92 ,”kaš`će vam se samo” ,poštovani poreski obveznici Republike Srbije .

 

Na ovo  vi trošite  NEKOLIKO milijardi dinara godišnje u Srbiji , dok  neke porodice gladuju , stoga je važno da pročitate i razmislite: da li želite i dalje plaćati nekome  ovu unosnu tezgu , ili želite  eliminaciju, eradikaciju  problema i eliminaciju  troškova .Naravno  držaoci ove tezge  neće se složiti , oni  žele da mi/vi to plaćate  doživotno, oni rade pod parolom ”  štitimo  vašu/našu decu i  vaše/naše starce od čopora  razjarenih pasa ,koji  šire besnilo i ujedaju  vas ” –  dok  ustvari štite SAMO I JEDINO :  SVOJU sigurnu  TEZGU , i interesuje ih :SAMO VAŠ NOVAC, vi i vaša deca i starci   njih NE interesujete  .

 

Na  našoj sceni , u Srbiji -(  ista je situacija na celom Balkanu , što ovaj odnos ne čini moralnim niti zakonitim ),je nemoralan odnos prema javnom novcu ,  kako od strane 

1. neodgovornih  vlasnika  pasa/mačaka, tako i od strane 

 2.područno nadležnih inspekcijskih službi , i to :

a)opštinske, komunalne  – koja nadzire primenivanje  Opštinskih  podzakonski akata – pa i Opštinsku odluku o  držanju domaćih životinja,   i 

b) rep. veterinarske inspekcije – koja  nadzire primenjivanje Zakona o veterinarstvu i Programa mera zdravstvene zaštite životinja

 

Stalni izvor novih jedinki pasa i mačaka NISU  jedinke koje bi nastale reprodukcijom medju  već napuštenim psima na ulicama(  zbog loših uslova života na ulicama  estrusi kod  ” lutalica” su  retki ) , stoga  sterilizacija SAMO  uličnih pasa , BEZ sterilizacije VLASNIČKIH pasa  NE  smanuje  , a pogotovo NE eliminiše problem .Sterilizacija SAMO uličnih pasa  tkyv. pasa  i mačaka “lutalica”   ne  utiče na  piramidu reprodukcije i ne omogućuje kontrolu brojnosti populacije pasa /mačaka.

 Onaj ko primenjuje   SAMO sterilizaciju ULIČNIH pasa /mačaka  BEZ  istovremene  sterilizacije VLASNIČKIH pasa/mačaka,  a naročito onaj ko te pse  nakon sterilizacije  ponovo napusti, izbaci na ulice ( nazivajući to : prirodna staništa , dok je pas domaća životinja stoga on  nema  nikakvo prirodno stanište  vam ljudskog doma )  da ujedaju gradjane , umesto da ih  smesti u   nisko budžetne  jeftine delta azile  , do korisnog reudomljavanja ) –  , ili  ne želi  ili  ne zna  rešiti problem  i prekinuti  ovaj začarani krug  , jer ima  odgovarajući materilajni interes, a naročito   je lovcima u mutnom  veoma zgodno  izbaciti ponovo pse na ulice- sada nakon sterilizacije ,  bez obaveze hranjenja, lečenja  , bez odgovornosti za  eventualno nekorektno  uradjenu operaciju -sterilizaciju itd- sve pokrivaju naizgled validnim papirima  .Ponovnim  izbacivanjem  na ulice , nakon sterilizacije pasa/mačaka ,    javne i privatne službe koje  ovo čine : krše Zakon o veterinarstvu  i  opštinske odluke o držanju domaćih životinja  ,   dovode do   situacije u kojoj trpi opštinski budžet naplaćivanjem  odštetnih zahteva ujedenih gradjana.

 

Novi  psi “lutalice”  nisu se  rodili na ulicama, niti su pali s Marsa , to su  nove jedinke  rodjene u  starim dvorištima onih istih  neodgovornih vlasnika , čije prethodno izbačene pse  je već pohvatala i sterilisala  zoo hig-veterinarska služba  o trošku opštine.Ovi neodgovorni vlasnici  izbacijući neobeležene  pse   stalno iznova  , nekažnjeno,  čineći   štetan začarani krug  kojim opetovano oštećiju    opštinski budžet , višestruko , i to :

 

1. troškovi hvatanja mikročipovanja,  vakcinacije, sterilizacije ,hranjenja  do izbacivanja na ulice, koje nakon sterilizacije   izvrši  zoohigijenska služba , što taj akt ne čini zakonitim (  napuštanje  iybacivanjem na ulicu je protivzakonit  čin , bez obzira da li  ga  upražnjava  javna služba ili  neodgovorni vlčasnik )    – koji se beskonačno ponavljaju , dolaskom  na ulice stalno novih  jedinki izbačenih od   strane iste grupe gradjana – neodgovornih vlasnika pasa/mačaka.

 

2. odštetni zahtevi ujedenih gradjana – koji su opravdani i koji se beskonačno ponavljaju i ponavljat će se.

 

Zato je  neophodno  primeniti jedini način zaustavljanja ovog nemoralnog odnosa prema javnom novcu – sterilizacijom,  mikročipovanjem i vakcinacijom  SVIH  vlasničkih pasa , o trošku opštinskog budžeta. Ko , od  vlasnika , ne želi  sterilisati svog  psa/mačku,  dužan je platiti opštinski porez na držanje nesterilisanog ljubimca, i time preuzeti odgovornost za  tog  svog nesterilisanog psa/mačku i njegovo potomstvo , a u slučaju kršenja  Opštinske odluke o držanju  domaćih životinja  i  kršenja Zakona o veterinarstvu , od strane  neodgovornih vlasnika , isti bi morali platiti i visoku prekršajnu kaznu, čime  bi  ovi neodgovorni  vlasnici pasa/mačaka  budžet punili  , umesto što ga sada   ti neodgovorni vlasnici pasa/mačaka   prazne,  na   napred navedena 2 načina.

 Stvaranje takozvanih  Regionalnih centara za sterilizaciju – OVČA,  ĆUPRIJA  su ustvari velike ” veš mašine ”  organizovang kriminala u  ovoj oblasti , pokriveni su  dokumentima s pečatima -u kojima je falsifikovano činjenično stanje  ,   omogućuju da se  javni novac troši bez ikakve mogućnosti objektivne kontrole   nad  novcem  potrošenim na : anestetike,  šivaći hirurški materijal, mikročipove,  antirabične vakcine , hranu za period  postoperatvinog oporavka, antibiotike  , sve u ogromnim količinama  , bez mogućnosti da iko ikada izvrši  kontrolu i utvrdi  da je novac trošen namenski ili nije,  da iko ikada prebroji  sterilisane pse i utvrdi kvalitet sterilizacije ( za nekvalitetan rad veterinarima preti kazna zatvora do 2 godine ), da iko ikada izvrši nadzor da li je  baš 5331 pas  jeo neku količinu hrane   ili nije  uopšte jeo itd , jer pasa  neće biti , jer će biti  raštrkani  po raznim “prirodnim staništima ” SBZG – ili ubijeni i opet na lokaciji SBZD ., dok će za sav ovaj posao  teći  pravi novac  iz opštinskih budžeta  –  pitanje je samo  GDE  će se slivati , jer bez mogućnosti egzaktnog nadzora sve se svodi na ” časna reč , ja sam pošten , budite uvereni , itd” ,  dakle bez  mogućnosti egzaktne analize i zaključka  i  finansijskog kontrolora.

 

Napomena  :  naslov  članka   dole, je   pogrešan, jer NE postoji “problem sa psima” – psi nisu  ni aktivni ni pasivni pravni subjekti – oni su  samo posledica neodgovornog ponašanja aktivnih pravnih subjekata . POSTOJI : problem sa  ljudima  vlasnicima pasa- aktivnim pravnim subjektima  , koji se i prema svojim psima/mačkama  i prema  svojim sugradjanima ponašaju  neodgovorno – izbacujući neobečežene, nevakcinisane pse na ulice i atare , što  bi  ova  neodgovorna grupa  naših sugradjana  najzad  morala  plaćati LIČNIM NOVCEM  – u  vidu prekršajnih kazni  –  i zatvorskih u nekim slučajevima  , i u vidu   isplate odštetnih zahteva ujedenim gradjanima-  ovakav  pristup je zakonski utemeljen, samo ga  treba primeniti ,  zakonitim  rutinskim kontrolama inspekcijskih službi  .

 

Problem je težak nekoliko milijardi dinara godišnje , ponavlja se  svake godine  i ponavljat će se u nedogled , ako  poreski obveznici to žele . Zver , koja nas  gradjane napada , NISU  gladni, promrzli , nesretni , psi/mačke , to su naši  NEODGOVORNI sugradjani koji kidišu na  naš  novac i na naša tela- ONI  NAS UJEDAJU  , zbog toga  želimo od njih naplatiti odštetu-  a ne iz svog desnog u svoj levi džep  , a  nadležne službe dužne su ih  IDENTIFIKOVATI- to im je u opisu poslova za koje i njih plaćamo , svi mi – poreski obveznici .

Kraljevo — U prvoj polovini ove godine protiv grada Kraljeva podneto je 318 tužbi zbog ujeda pasa i pored toga što grad ima savremeni azil za pse.

Grad će morati da plati oko 50 miliona dinara građanima, veštacima i sudu kao naknadu za pretrpljenu fizičku i duševnu bol, u procesima u kojima je grad tužen zbog ujeda pasa lutalica u poslednje dve i po godine.

Opštinski javni pravobranilac Mila Šćepović kaže da se zbog tužbi podnetih zbog ujeda pasa lutalica u Kraljevu odvija i po deset suđenja dnevno, što predstavlja veliko opterećenje za tu instituciju.

“Za sada možemo samo da apelujemo na gradonačelnika Kraljeva da donese uredbu kojom bi se uvela vansudska poravnanja kako bi se smanjili sudski troškovi”, kaže Šćepovićeva.

U azile za pse, u izgradnju i ishranu pasa, prošle godine uloženo je oko 15 miliona dinara. Ove godine utrošeno je oko osam miliona dinara na ishranu i sterilizaciju 600 pasa lutalica, koji su zatim vraćeni na ulicu.

Direktor Javno-komunalnog preduzeća “Čistoća” Milan Tufegdžić rekao je da pasa ima sve više, a da ih je, kad je započeta sterilizacija, bilo oko 1.000.

“Svaka sterilizacija košta u proseku 3.000 dinara, što za nas predstavlja velika sredstva, pa je zato veoma važno da što pre započne i proces mikročipovanja”, rekao je Tufegdžić.

The spitz I had, got a good home thru SPCA.

Please send a message accross for adoption of 6 puppies. They are with their mother on the street & are about a month old.

Four of them are absolute black & two are of choclate brown colour (not the ordinary brown). Four puppies are male & 2 black are females. They have just started walking & I dont want them to become the  victims of human cruelty.

All of them are in real good health (touchwood).

Just one or two has a little white colour in them that too in the bottom otherwise most all are absolute black or choclate brown like Brown labrador colour.

One black & white puppy also with a furry coat, male with 20 nails ( i dont believe in it but people look for 20 nails dog).He is less than 3 months.

The people involved are chaining a wolf from the leg and making the dogs beat, attack, kill him. It is a long and painfull video. the wolf is crying for help from another almost dead one and the people are just having fun, applauding, enjoying the criminal act.

 

WE SHOULD ACT against this. Let´s just not let this criminal act forgotten. We should make Turkey aware that this kind of tortures should not be left unnoticed!

Bosnia and Herzegovina: Your Help Required to take Action for Stray Dogs Being Killed by Authorities – Please Help NOW !

Dear all;

Your personal help is urgently required regarding the stray dog situation in Bosnia and Herzegovina (B&H).  The following summary is based on a letter to be found at the end of this post, which we will be asking you to copy and send.  Full contact details are provided following the sample letter.  This same letter has been produced by a consortium of welfare campaigners who all fully agree with its content.

There is overwhelming evidence now being presented to a global audience that local authorities within B&H are both tolerating and authorising the illegal activities of continuous or periodical mass killing of Bosnian stray animals. 

According to reports, hundreds of dogs in Brcko District (BD), which include both owned and registered animals, have been caught and imprisoned, facing sentence of death, under very harsh conditions in an old, abandoned wood factory within the nearby village of Rahic.  Legitimate animal welfare organisations are being denied access to further their investigations into these same atrocities. 

Mr. Sontheim and Mr. Gregorian, both very senior officials of the International UN / OHR in this BD region of B & H, who have legal authorities to intervene and responsibility to stop illegal activity brought to their attention, should take immediate action to stop this. 

Both appear to be doing very little, despite repeated appeals.  Mr. Sontheim, who is resident in Brcko and whom has primary responsibility for oversight, is tolerating the current BD Government illegal mass killing activities which are obviously moving away from the previously established No-kill/sterilization-programmes which were being advocated and undertaken by local NGO.

Why do the OHR in B & H appear to support the killing of stray animals rather than the globally proven and effective population controls shown by the sterilization of dogs and cats?

In Brcko District alone during the past few months, local authorities themselves have stated on TV that 1000 dogs were killed in facilities in Rahic and their carcasses were inappropriately buried in one metre deep holes in Brezovo Polje and other surrounding areas of Rahic. 

Such irresponsible acts by the local authorities have already caused many public protests by concerned citizens; and yet despite this, the OHR and Brcko District Government are doing nothing.

Municipalities in B&H are spending money year after year to kill dogs without actually solving the problem.  It would be far more effective to use this money to promote sterilization and responsible dog ownership.

A number of regional animal welfare NGO have undertaken important and persistent work on the problem of stray animal population reduction for several years now. Their efforts supporting a humane (No kill) approach and the already established No kill dog shelter, should be an example shown to the whole of Bosnia. 

In Brcko, a model no kill shelter combined with a proposed policy of promoting sterilization at public expense, complete with registration of all owned dogs using microchipping and a database on all pets, and an education program to promote responsible dog ownership were begun in 2005.

The attitude of continually rounding up and killing off all stray animals has never, and will never, result in an animal population decline. 

In the process, the cruelty, pain and violence debase the humans doing it.

The Excellent ARKA No Kill shelter in Brcko District –

Subject of Many Points raised in the Formal Letter Sent by ARKA

 

Due to very little recent progress on several animal welfare issues within Brcko District (BD), formal letters for the immediate attention of Mr. Raffi Gregorian, Supervisor for BD, were submitted by ARKA during December 2008. A copy of the letter can be viewed below.

It is widely considered that the BD government aimed to reduce the

funding which should have been allocated to ARKA for stray dog control in an attempt to completely disable their (ARKA) work, which would have subsequently resulted in the cancellation of ARKA’s authorisations or grants for which they were legally authorised.

ARKA have continued to operate despite these attempts to shut down their work.  During 2007, it resulted in ARKA staff having to use their own vehicles for the catching and transportation of stray dogs to both Bazil shelter and to veterinary stations when necessary.  In early 2008, it was found that BD government had made no provisions within the budget for the funding of stray dog controls

ARKA were subsequently told to fire all of their remaining staff, which they point blankly refused to do.

This has been viewed as an indirect way of the BD government taking over the control and management of the excellent Bazil shelter and the daily tasks which ARKA were legally allowed and approved to be able to do. 

Attempts were even made to brake the legal contract that ARKA had for the use of McGovern (ex military base) on which Bazil is located.  The BD government has during the past year attempted to prevent the humane ARKA population control policies for stray dog numbers, and instead under their (BD government) direction and management, revert back to the old policy of undertaking mass killings of dogs in Bazil.

Finally, and to complete the information process, ARKA have also written to the United States Ambassador Mr.Charles English, based in Sarajevo, regarding their letter to Mr. Gregorian and the problems that NGO ARKA are currently experiencing within Brcko District.

The following is the letter which can be copied and sent to recipients given at the end. 

Sir / Madam,

There is overwhelming evidence now being presented to a global audience that local authorities within Bosania and Hertzegovina (B & H) are both tolerating and authorising the illegal activities of continuous or periodical mass killing of Bosnian stray animals. According to reports, hundreds of dogs in Brcko District (BD), which include both owned and registered animals, have been caught and imprisoned, facing sentence of death, under very harsh conditions in an old, abandoned wood factory within the nearby village of Rahic.  Legitimate animal welfare organisations are being denied access to further their investigations into these same atrocities.  I understand also that killings are being performed regularly in Sarajevo.  This is completely unacceptable to any civilized society.

Both Mr. Sontheim and Mr. Gregorian, as officials of the International UN / OHR in this BD region of B & H, with legal authorities to intervene and responsibility to stop illegal activity brought to their attention, should take action to stop this.  Both appear to be doing very little, despite repeated appeals.  Mr. Sontheim, who is resident in Brcko and whom has primary responsibility for oversight, is tolerating the current BD Government illegal mass killing activities which are obviously moving away from the previously established No-kill/sterilization-programmes which were being advocated and undertaken by local NGO.

Recent requests to Mr. Sontheim by animal welfare organisations in the region and concerned EU citizens, to act on these very same animal atrocities at Rahic, have been met with the following response:

“Please spare me of your e-mails I have not invited you to communicate with me and you have no authority to use it”. Gerhard Sontheim.

As a responsible EU citizen and a person wishing to see the humane treatment of all animals by human beings, I find the response given by Mr. Sontheim to be both inappropriate and offensive.  As an official of a nation which is supporting and controlling the work of the OHR within B & H, effectively funded by citizens such as myself, I am asking you please to investigate the following on my behalf:

Why do the OHR in B & H appear to support the killing of stray animals rather than the globally proven and effective population controls shown by the sterilization of dogs and cats?

Can you please investigate and inform me how the animals in Rahic are killed?, and by whom? 

What official records are being kept for same?

Are you personally aware that in Brcko District as well as in all municipalities within B & H there are currently a lack of both the legal facilities,  infrastructure and the trained staff  to catch and keep stray animals ?  In Brcko District alone during the past few months, local authorities themselves have stated on TV that 1000 dogs were killed in facilities in Rahic and their carcasses were inappropriately buried in one metre deep holes in Brezovo Polje and other surrounding areas of Rahic.  Such irresponsible acts by the local authorities have already caused many public protests by concerned citizens; and yet despite this, the OHR and Brcko District Government are doing nothing.

Please declare if you would agree that it is human behavior that has to change in order to address the problem of unwanted stray dog and cat populations?

Are any efforts being undertaken to encourage responsible dog ownership that controls and prevents unwanted reproduction?
