European Parliament Party presidents favour ‘implementation report’ over Parliamentary inquiry, against the will of 223 MEPs
In the past 10 years over 200 reports denounced the terrible conditions of animals transported alive to the Commission and over a million European citizens have asked European institutions twice to fundamentally change this reality.
Yet, transported alive for up to several days or weeks without receiving feed, water and veterinary care, animals continue to experience the worst suffering every day, in disrespect of 21st century values and legislation.
“We have seen many petitions and resolutions” said MEP Maria Noichl, Vice-President of the European Parliament Intergroup for the Welfare and Conservation of Animals “but as we have witnessed through the many investigations, the situation has only deteriorated and we cannot accept this any longer.” This lack of enforcement by Member States and of scrutiny by the European Commission, pushed some MEPs members of the Intergroup on the Welfare and Conservation of Animals to call for an Official Parliamentary Inquiry on live transport both within and outside the EU.
The inquiry was to investigate alleged contraventions and maladministration, by Member States and the European Commission, in the application of Council Regulation (EC) 1/2005 on the protection of animal during transport. Backed by 223 MEPs from all EP political groups, the Official Request for the set-up of such an EP Official Inquiry fulfilled all requirements set by rule of procedure ‘198’.
Despite this strong case, last Thursday’s Conference of Presidents meeting in the Parliament concluded that an Implementing Report was more appropriate to deal with this matter than an EP Inquiry. Eurogroup for Animals is disappointed by this setback and regrets the untransparent and apparent undemocratic way in which this decision was taken.
This decision however creates the expectation for our movement that such a report will prove authoritatively the deficiencies in Member States and of the Commission to enforce EU law on the protection of animals. We are convinced that, if done seriously, this report will constitute a milestone for the protection of animals transported alive in Europe by firmly demonstrating the need for a revision of the Council Regulation (EC) 1/2005.
